Rules and Regulations
1 MEMBERSHIP
The Library is open to all under graduate and post graduate current students, to all non-teaching staffs, to all teaching and administrative staffs of the College. Other persons including ex-students requesting use of the Library for reading or reference purposes may be admitted as Outside Members at the discretion of the Librarian. Outside members may be permitted to borrow only in exceptional circumstances and will then require making a cautionary deposit which shall be refunded on satisfactory completion of the membership.
To facilitate the process of extending library membership, the current students of 1st year B. A. (Hons. & General), B. Sc. (Hons. & General), B. Com. (Hons. & General) and M. Com. are asked to deposit their fee collection card to the Library Counter within 3.30 pm to 6.00 pm of any working day.
Requisition slips for documents are accepted within 6.00 pm and documents are issued from 7.00 pm for home.
2 CODES OF CONDUCT
- Every member must sign the Entry Register available at the entrance.
- New User should register as member at the counter before borrowing.
- Members will not be allowed to avail the library facilities without valid membership identity card (Library Card).
- Membership card is not transferable.
- Eatables / bags / personal books / blank CD / photocopies or journals, etc.
- will not be allowed inside of the Library.
- Users are requested to deposit their bags / belongings (other than valuables) at the Personal Belongings Counter or Property Corner or Bag Deposit Counter.
- The College accepts no responsibility for loss or damage to any articles so left.
- The Reading Room is for the purpose of study and not for discussion or Chat or not for social gatherings in the library.
- Strict silence and discipline must be maintained in the Library.
- Disciplinary action will be taken against those breaking the rules.
- The Librarian shall from time to time have authority to maintain good order in the Library and may exclude from it or suspend from its use any reader who breaks these rules.
- Readers should not mark, underline, dog-ear, write, tear pages or otherwise damage the library documents.
- Newspapers, magazines and journals must be read only in the library on specific tables and should not be taken to any other reading areas.
- No library material can be taken out of the library without permission.
- Readers at the time of leaving the Library may be required to show at the door all books and papers in their possession.
- Journals (unbound issues) / Reference Books / Reports will not be issued from the library.
- No borrowing facilities will take place from the Reference Section; it is available only for reading room.
- Books borrowed must be returned on or before the due date.
- Users are requested to verify the physical condition of the book(s) before borrowing otherwise if any damage noticed during responsible will be rendered to the last borrower.
- For late return of books, overdue charges will be collected as per rules.
- Smoking, eating or drinking is strictly forbidden in the Library.
- Cell phones MUST be turned OFF in the Library at ALL TIMES.
- Please keep clean the library premises.
- Keep the environment of study/education.
- Suggestions on all aspects, of library services are welcome.
- Please co-operate with us for smooth library services.
3 RULES FOR BORROWING DOCUMENTS
3.1 User eligibility to borrow books

3.2 Reference Services
- Document issued for reading room is to be returned within the day.
- Library users are requested to examine the library materials carefully after their issue immediately and if any mutilation or damage is found, it is to be brought to the notice of the library staff, otherwise the reader to whom document was issued last borrower will be held responsible for mutilation.
- Rare and Reference Books, Journals and periodicals are issued daily during the working hours and are not for home-issue.
4 LIBRARY CAUTION MONEY
- No Library Caution Money will be returned to the student under any circumstance, unless the following three documents are submitted to the library counter
- First Admission Pay-In-slip showing deposit of Caution Money
- Fee Collection Card / Fee Book, and
- Library Membership Card (if any)
- No Library Caution Money will be returned to the student if it’s not withdrawn within two academic sessions counting from the sessions he / she ceased to be a student in the particular class.
5 LIBRARY CLEARANCE CERTIFICATE
Library Clearance Certificate is issued to all students from the Library on submission of library card (if issued) or fee collection card at the time of University Form fill-up, Re-admission and Leave or Transfer from the College. All faculties and staff members should obtain Library Clearance Certificate before leave / transfer the College or at the retirement time.
6 COST AND SANCTIONS
6.1 Fines
Document late fine of 50 paisa per day in first month and Rs.1.00 per day in next successive months, will be charged for a book retained by a member after 30 days or the due date as stamped or on the expiry of the period of permitted extension.
6.2 Loss or Damage Material
For lost or damaged Library Material, user is required to replace this with new material of same title, same author, same edition or latest edition and of the same publisher. The damaged material will be handed over to the relevant user. Where the lost items forms part of a series and cannot be acquired separately, the user may be liable for the replacing the entire set with purchasing new set.
6.3 Loss of Library Card
If a member loses his / her library card, the loss should be immediately reported to the Librarian in written form. Duplicate Library Card will be issued on payment of Rs. 20.00 as token fine.
6.4 Theft and Mutilation
The wilful mutilation or defacement of library materials, the attempt at, or illegal / unauthorized removal of library materials, the attempt to obtain library materials or gain access to library facilities by false pretence or forgery, will be considered a major offence against the College and any person who commits such an offence may be reported to the Library Authority along with Principal for disciplinary action which may result a penalty, suspension or expulsion.
6.5 Suspension of Borrowing Privileges
Non-payment of fines and failure to comply with other Library rules and regulations may result in suspension of borrowing privileges.
